Duration
ILWAC Project implementation started in September 2011 for a total duration of 18 months. The first phase focuses on the development and building of an Information System dedicated to the sustainable land and water resources sustainable management (SLWM) in Mali.
Financial & Technical Partners
The ILWAC project is funded by the World Bank and implemented by OSS in partnership with several Malian institutions, namely:
- Agence Globale sur le Changement Climatique au Mali ;
- Agence pour l’Environnement et le Développement Durable ;

Country of Operations
Mali
Main Objective
The “ ILWAC “ project main objective is to set up an information-sharing and knowledge management system for informed decision-making on sustainable land management and climate change adaptation in Mali.
Specific objectives
- Design and implementation of an integrated and coherent Information and Data Management System.
- Knowledge-sharing and national capacity building.
- Knowledge integration in decision-making processes.
- The project equally aims to enhance Mali’s participation in and access to the REDD+ Mechanism and the Green Climate Fund, notably through:
- The elaboration of a National Action Plan.
- The definition of a baseline for Greenhouse Gas Emission.
- The establishment of a Monitoring, Reporting and Verification system in accordance with the REDD+ requirements.
Structure
The project was structured around three components:
- First Component
Aims to develop an Information System, including data mapping and collection. It allows the reinforcement of the SLWM information system currently used in Mali through information acquisition and database update across the country with a focus on three pilot zones.
- Second Component
The second component focuses on data analysis and vulnerability assessment. It includes a spatial analysis and the cross-study of various information layers in order to identify ecosystems vulnerability and assets at risk of climate-related disasters.
- Third Component
Capacity building and awareness-raising, with a view to compiling and disseminating the various project outputs to relevant stakeholders.

Main Outputs
- Land-Use Cartography: assessment of the carbon sequestration potential And vulnerability.
- Geographic Information System: on land and water use and management: . It allows access to tools generated by the project, and to other tools developed by national and international partners.
- Methodology for land-use cartography which allows the use of high-resolution satellite data (Landsat TM 2010) to cover the entire territory. The methodology is based on multi-date classification (approximately 4 images per scene) assisted by a high–resolution photo-interpretation (Google Earth).
- Maps on land evaluation were made by combining the products made in the project with those of the MDA. The maps show land-use changes over the last twenty years and draw attention to the pressure caused by anthropogenic activities.
